Nottinghamshire Union of Golf Clubs Inter Club Junior Leagues RULES GOVERNING PLAY - REVISED 2010 01: An Inter Club Junior League shall be held annually for which each golf club affiliated to the Nottinghamshire Union of Golf Clubs may enter one [1] team comprising six [6] players, boys or girls. 02: There will be no entry fee for the tournament. 03: The Inter Club Junior League will be subdivided into three [3] divisions. 04: Opponents for each match will be determined by a random draw. 05: The series of matches shall be played within the stipulated time period selected by the Junior Tournament Committee of the Nottinghamshire Union of Golf Clubs. Dates for the individual matches, and suitable tee-off times, may be arranged with the agreement of club team junior organisers, but all matches should.wherever possible, be completed at the latest of the appointed dates shown on the Inter-Club Junior League Draw sheets, and the final match by not later than the last Sunday in October. 06: The starting times for matches may be varied by the agreement of both team junior organisers. 07: The competition will be decided by singles match play, played over eighteen holes [18]. The lowest handicap player shall concede strokes to his / her opponent, based on the difference between the full handicaps [CONGU Unified Handicapping System 2008 - 2011 - Appendix F]. The winner of each match shall be determined in accordance with Rule 2 of the Rules of Golf as approved by the Royal and Ancient Rules Limited. 08: Where competitors play from different tees, each player playing the course with the highest Standard Scratch must have his/her handicap increased by the difference in the two Standard Scratch Scores. Example:
Lady exact handicap: 18.8 Handicap for playing purposes: 19 Men exact handicap: 14.7 Handicap for playing purposes: 15 09: Points shall be awarded to each team in accordance with the following: Win - Three [3] points. 10: If at the end of the series of matches two [2], or more, teams are tied on points, final positions will be determined by the difference in the 'for' and 'against' columns in the league table. If a result which affects promotion or relegation, cannot be determined by this method then the result of the individual match, or matches, between the team, or teams, involved will be used to determine the winner. If a winner cannot be determined following the application of the above tie-breaking methods described, then the teams involved will play-off over a neutral course on a date arranged by the Nottinghamshire Union of Golf Clubs. 11: At the end of the 2010 season, the bottom three [3] teams in the first [1st] division will be relegated to division two [2]. The top two [2] teams in the second [2nd] division will be promoted to division one [1], and the bottom four [4] teams will be relegated to division three [3]. In the third [3rd] division the top two [2] teams will be promoted to division two [2]. In 2011 promotion and relegation will revert to 'two up' and 'two down' as previously. 12: Team captains shall exchange a written list of players, and order of play, in handicap order, prior to commencement of play. 13: A golf club may make changes to its team for any, or all, of the rounds of the competition providing the players substituted comply with the rules of the competition. 14: In order to be eligible to represent a golf club a player must be of amateur status as defined by the Rules of Amateur Status as approved by the Royal and Ancient Rules Limited, and be a member of that golf club, and must be under the age of 18 years on the 1st January in the year of the competition. 15: Competitors may only represent one [1] golf club during the calendar year of the competition, but must not be restricted from playing for any club at which they are a member. 16: In the event that a member of a team is not present to commence play at his appointed time he shall be subject to a penalty in accordance with Rule 6 - 3 / Rule 33 - 7 of the Rules of Golf as approved by the Royal and Ancient Rules Limited. 17: In the event of a match not commencing due to a team failing to report for play on the appointed day, then the non-offending team shall be awarded three [3] points for the win and a score of 4 - 0 recorded. The offending team will be penalised by the deduction of three [3] points from its overall points total. 18: In the event of a match being postponed due to inclement weather or bad light, the match shall be replayed as soon as practically possible. The Junior Tournament Committee of the Nottinghamshire Union of Golf Clubs must be informed of any such decision as soon as practically possible. 19: All disputes, including the fitness of the course for play, shall be settled by the team junior organisers who should endeavour to reach agreement. In the event that agreement cannot be reached then play shall be suspended and the matter referred to the Junior Tournament Committee for a decision. 20: A trophy will be presented annually to the winning club in each of the three [3] divisions at the Nottinghamshire Union of Golf Clubs Annual Dinner. 21: The use of motorised ride-on golf carts by competitors is strictly prohibited, unless they are required on medical grounds and are supported by a medical certificate, and only providing the Club allows the use of motorised ride-on golf carts. 22: Conforming golf balls: the ball the player plays must be named on the current list of Conforming Golf Balls issued by the R & A Rules Limited. Penalty for breach of the condition: Disqualification. 23: Conforming golf clubs: Driving clubs must not have a characteristic time greater than 257 microseconds when measured on pendulum testing apparatus approved by the R & A Rules Limited. See Appendix II, 5a of the Rules of Golf. Penalty for breach of the condition: Disqualification. 24: Players are permitted the use of a distance measuring device for the purpose of measuring distance only. Artificial devices or unusual equipment designed to gauge or measure other conditions that might affect the play of a competitor [e.g. gradient, windspeed, temperature, etc.] is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional function is actually used. 25: All matches shall be governed in accordance with the Rules of Golf as approved by the Royal and Ancient Rules Limited, and the local rules of the golf course over which the match is to be played, providing such local rules do not contradict the Rules and Conditions governing play as detailed above. 26: It is the duty of the captain of the winning team to notify the match result to: Avril Jamieson, Secretary Wollaton Park Golf Club Lime Tree Avenue Wollaton Nottingham NG 8 1 BT Tel: 0115 978 7574 [Option 1] email: secretary@wollatonparkgolfclub.com as soon as practically possible on the day following the match. 27: Light refreshments [e.g. jacket potato and filling, sandwiches and chips, etc.] for up to sixteen [16] persons,will be provided by the host golf club following the conclusion of each match, and the cost shall be divided proportionately between the two participating teams.
