INACTIVE HANDICAPS

Following a lengthy discussion on the subject of ‘inactive’ handicaps, at the NUGC Executive Committee Meeting held at Beeston Fields Golf Club on Thursday, the 11th February, 2009, it was unanimously agreed that with immediate effect:

When the handicap of a player is deemed to be ‘inactive’ it is not acceptable for that player to compete in NUGC Championships and Events in which a CONGU handicap is required.

Players entering NUGC Championships and Events must ensure they are able to reassure the Competitions Secretary that their handicap is not inactive. [e.g By providing a copy of a currently valid handicap certificate signed by the Club Secretary.]

This condition applies to all Inter-club Scratch League events, the NUGC Junior League matches, and the Men’s and Mixed Inter-club Foursomes matches. It will not be applied to NUGC Nippers’ Tour events and the Edwalton Imp.

It is the responsibility of Club Team Captains to ensure that players selected to represent the respective golf club are in possession of a valid and active handicap, and are able to produce such evidence as may be requested.

For your information:

Section 25 of the CONGU Unified Handicapping System 2008 - 2011 states that:

25.1 “A Union may direct that the handicap of any player, in whatever Category, who fails to return a stipulated minimum number of Qualifying Scores in a period between Annual Reviews shall lapse.”

25.2 : A handicap that has lapsed in this manner will not be acceptable for competition where a CONGU handicap is required but may be used for social golf and the like.”

The English Golf Union position on the matter is that:

All competitors holding a CONGU handicap wishing to enter any English Golf Union event must be possession of an ‘active’ CONGU handicap.

Please ensure the content of this memorandum is brought to the attention of all the appropriate persons within your golf club.
